					<description><![CDATA[Clearly and understandably, flooding is what captures folks&#039; attention.  It is immediately dangerous, damaging, and can be deadly.  
Hopefully, we are learning that we cannot depend on &quot;last year&#039;s&quot; flooding experience.  Adaptation measures that worked &quot;last year&quot; will not necessarily be sufficient this year and certainly not in years to come, given rising seas and warming climate.   Along with much stronger adaptation measures, it is critical that we also significantly reduce as well as sequester greenhouse gas emissions. 
It&#039;s always harder to think of addressing causes rather than effects.   Causes are the greenhouse gas emissions.   We put adaptation measures in place to try to lessen or avoid the effects caused by the greenhouse gases.]]></description>
